Nursing Services:
| I.
Screening Programs |
Many people seek
medical care only when an emergency occurs. When medical
problems are detected early irreversible complications may be
prevented. High blood pressure, cholesterol and Lead
screenings are available. Nursing staff provides health
education, physician referral and counseling. |
| II. STD
Counseling |
Confidential counseling
and/or referral for testing and treatment is available to
individuals who either may have contracted or may have
been in contact with an individual who has a sexually
transmitted disease. |
| III.
Immunizations |
Childhood immunizations
is one of the most effective methods of controlling the spread
of communicable diseases. Immunizations are given on
a daily basis by appointment. You must have a doctor's
order and there is a $5.00 charge per injection. Immunizations
for foreign travel are also available. Flu vaccine is
available each fall for $12.00 county residents and $15.00 for
out of county residents. Pneumonia vaccine is also
available. A doctors order is required and costs $15.00.
The Health Department will provide the immunizations even if
you can not afford to pay. |
| IV. School
Health |
The Health Department
provides vision and hearing screening in schools. |
| V Communicable
Diseases |
Monitoring
investigation, reporting, and follow-up is provided for the
county. | Tuberculosis Control:
| The Health Department provides TB
skin tests, referral to the County TB Physician, X-rays,
follow-up and medication monitoring. The Health
Department is payer of last
resort. | Health Education:
| The health
education program provides health promotion activities and
acts as a resource for individuals, organizations, and
businesses within our community. The goal of our health
education program is to promote a healthy life style on
prevention measures thereby reducing chronic problems within
our population. | Environmental Health
Program:
| I. Food Sanitation |
All food service establishments
within Clinton County are routinely inspected to ensure that
establishments are following the State Food Sanitation
Code. New food service establishments are required to
have food service plans approved by the Health Department
prior to construction. AU category I establishments must
have a Food Sanitation Manager on duty whenever potentially
hazardous foods are prepared or cooked. Food Bome
Illnesses are investigated by the Health
Department. |
| II. Private
Sewage Disposal |
The Private Sewage Ordinance is
under the control of the Health Department. All new or
revamped private sewage systems must have a Clinton County
permit prior to construction. The Health Department must
receive an application, percolation tests and $25.00
fee prior to issuing the permit. Only Licensed Private
Sewage Disposal Contractors or the homeowner may install a
private sewage system. An inspection of the system is
conducted prior to covering. All Private Sewage Disposal
Contractors and must be licensed with the State. The
majority of Clinton County soils are not suitable for septic
tanks and subsurface lateral fields. Complaints of
failing sewage systems are investigated and
corrected. |
| III. Private
Water Supply |
The Health Department
issues Private Water Well Permits for the Illinois Department
of Public Health. The State Water Well Permits are
$100.00. The Health Department is required to inspect
all new water wells and to collect a water sample for testing
from each new well. The Health Department also inspects
the sealing of abandoned wells. Residents should have
their well water tested yearly through a private lab ( Disease
Lab in Centralia or the State Lab in Carbondale). The
Health Department has water tests available. |
| IV.
Nuisance & Solid Waste |
Nuisance conditions may
result in the spread of disease and can endanger the safety,
comfort and well being of the public. The Health D t
assists in reducing vectors, nuisances, and elimination of
improper disposal of solid waste. Investigations are
handled on a complaint basis. |
| V.
Tanning Booths |
The Health Department
is an agent of the State and performs inspections of all
Tanning Facilities in Clinton County. Tanning facilities
must operate within the guidelines of the Illinois Tanning
Facilities Code. New facilities must send in the
required application, operating information and $250.00 to the
Illinois Department of Public Health The Health Department
inspects the facility once the State has approved their
application. The Health Department will investigate
complaints regarding tanning facilities. |
| VI..
Women, Infants, and Children ( W.I.C.) & Family Case
Management (FCM) |
A supplemental food
program for women, infants and children who are
eligible. The program serves pregnant women, new
mothers, infants and children up to age five (5).
WIC provides nutritious
foods: Eligible participants
are issued food coupons which can be used at WIC approved
stores. These coupons are for specified foods approved
through the WIC program.
WIC Foods: - milk, juice,
cheese, dried beans, eggs, cereal and peanut butter.
Infant formula, cereal and juice.
Nutrition Education is
provided to participants on a variety of topics including
iron-rich foods, shopping on a budget, healthy snacks for
children and more.
In addition, participants
can be linked to other resources offered by the health
department, such as Lamaze, breastfeeding support,
immunizations, developmental screening and
more. Participants can also learn about help
provided by other social agencies, community agencies and
health care professionals including physicians and dentists.
